Biography

Charles “Carlos” Jean, Jr. is a HIV Preventive Health Specialist.  Actively engaged in civic responsibility in East Baton Rouge Parish, he has used his law enforcement background to serve at the intersection of health and criminal justice, particularly serving the recently released homeless and HIV community.  As an ally to vulnerable and at-risk populations, he has been an advocate for health equity and human rights issues.  He sits on several community boards and through activism has provided his expertise to Under the Scope Foundation.
